Professional, scientific and technical services lead employment increases in April 2023

April 2023 saw a repeat of the same trends observed in 2022 with an increase in employment, led by Professional, scientific and technical services, and a drop in unemployment. Additionally, most other indicators are in a positive territory, particularly manufacturing sales, wholesale trade, international exports, restaurant receipts, and retail trade. Vehicle sales continue to increase driven by minivans, sport-utility vehicles, and light and heavy trucks.
In negative economic news, inflation remains stubbornly high at 5.5% which has led to a rise in interest rates, average weekly wage increases are below the rate of inflation, housing starts are in decline, building permits (a leading indicator of construction activity) are dropping, and the number of individuals of working age not participating in the labor force is on the rise.

April 2023 saw a repeat of the same trends observed in 2022 with an increase in employment, led by Professional, scientific and technical services, and a drop in unemployment. Additionally, most other indicators are in a positive territory, particularly manufacturing sales, wholesale trade, international exports, restaurant receipts, and retail trade. Vehicle sales continue to increase driven by minivans, sport-utility vehicles, and light and heavy trucks.
In negative economic news, inflation remains stubbornly high at 5.5% which has led to a rise in interest rates, average weekly wage increases are below the rate of inflation, housing starts are in decline, building permits (a leading indicator of construction activity) are dropping, and the number of individuals of working age not participating in the labor force is on the rise.

Year-to-date employment in May 2023 was down in Agriculture (-1,840), Manufacturing (-240), Finance, insurance, real estate and leasing (-480), Business, building and other support services (-1,040), and other services (-540).
- Year-to-date May 2023 construction employment was down by -4,960 or -10.7% from the same period in 2022.
- So far, in 2023 the majority of year-to-date employment gains have been in full-time- employment (6,820) with part-time positions increasing by 1,980.
- The average year-to-date unemployment rate moved from 5.4% in May 2022 to 4.8% in May 2023.
- Year-to-date, the average number of unemployed is down -3,420 to 29,58 In May 2023 from 33,000 in May 2022. In addition, the number of those of labour force age but not in the labour force increased by 16,460 over the same time period as employment growth slowed slightly.
Among Economic Regions Economic Region 20 Swift Current-Moose Jaw Employment had the highest annual average increase in employment in May 2023 at 6.8% followed by Prince Albert-North at 3.6%. Economic Region 20 Swift Current-Moose Jaw had the lowest unemployment rate at 3.8% followed by Saskatoon-Biggar at 4.5%.
Year-to-date, March 2023 average weekly earnings are up 2.4% over March 2022.
- Sub-sectors that posted increases were Goods producing industries (4.0%), Mining, quarrying, and oil and gas extraction (2.4%), Construction (2.3%), Manufacturing (6.4%), Service producing industries (1.8%), Trade (1.3%), Transportation and warehousing (0.4%), Information and cultural industries (2.3%), Finance and insurance (12.2%), Real estate and rental and leasing (8.3%), Professional, scientific and technical services (1.7%), Administrative and support, waste management and remediation services (4.3%), Health care and social assistance (3.9%), Arts, entertainment and recreation (5.1%), and other services (except public administration) (3.1%).
- Sub-sectors that posted decreases were Management of companies and enterprises (-5.9%), Educational services (-1.0%), and Accommodation and food services (-8.9%).

On June 7, the Bank of Canada raised its benchmark interest rate by .25 basis points to 4.75 per cent. This is the first time that Canada's central bank has raised its trend-setting interest rate since January, when the bank signaled it would conditionally pause its aggressive campaign of rate hikes to tame inflation. After cutting its lending rate to near zero early in the COVID-19 pandemic, the Bank of Canada has raised its benchmark interest rate nine times since March 2022.
According to the Conference Board of Canada in its forecast, GDP is predicted to slow down significantly from the 7.9% increase in 2021 to 3.6% for 2022.

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in April 2023 over April 2022 was 5.5%. The largest contributors were food (9.6%), transportation (6.4%), recreation, education and reading (7.2%), and health and personal care (6.8%).
March 2023 year-to-date retail trade is up by 5.2% over the same period in 2022.
- Sub-sectors that posted increases were new car dealers (22.6%), Furniture and home furnishings stores (1.9%), Electronics and appliance stores (8.1%), Building material and garden equipment and supplies dealers (26.4%), Health and personal care stores (13.2%), Clothing and clothing accessories stores (3.5%), Sporting goods, hobby, book and music stores (11.0%), Beer, wine and liquor stores (3.9%), General merchandise stores (8.6%).
- During the same time period Used car dealers (-17.0%), Gasoline stations (-1.0%), Grocery stores (-1.03%), and all other (-44.0%) were down.
March 2023 year-to-date new motor vehicle (units) sales were down -1.3% from March 2022. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were down -0.2% while new passenger cars sales were also down -13.0%.
March 2023 year-to-date restaurant receipts were up 19.8% over the same period in 2022. Within restaurant receipts, all sub-categories posted increases: Special food services (42.1%), Drinking places (alcoholic beverages) (18.1%), Full-service restaurants (20.0%), and Limited-service eating places (17.8%).

- Farm product merchant wholesalers (64.9%), Food, beverage and tobacco merchant wholesalers (8.8%), Agricultural supplies merchant wholesalers (3.2%), Machinery, equipment and supplies merchant wholesalers (47.6%), Building material and supplies merchant wholesalers (14.8%), All other (51.4%), all posted increases.

- Driving population growth was post-COVID resurgent international immigration as borders re-opened. Net inter-provincial migration has been negative every quarter since Q2 2013.
